Last week hundreds of state alcohol regulators and lawyers flocked to Hawaii for a little hula and the annual National Conference of State Liquor Administrators. The conference was largely educational, but one of your editor's favorite panels was a lively discussion on the evolution of our alcohol regulatory systems.
