The rum cover-over issue has been an ongoing battle for years, but the movement to prevent international companies from benefitting from US territory tax refunds seems to have dwindled to just a few proponents. A columnist for the Trinidad Express Newspapers writes that currently "there appears to be no enthusiasm for robust resistance" to the cover-over subsidy by Caribbean community (Caricom) governments collectively, despite several past threats to get the World Trade Organization (WTO) involved.
