For the 18 months through December 2013 spirit volume trends were lackluster in control states. In fact, volumes for the off-premise were up just 2.5% year-to-date through April and on-premise was down 0.9%. However, in the first quarter of this year things began to turnaround, spirits volumes were up about 4.1%% in the off-premise for the same period and on-premise was flat at -0.5%.
