As promised, the Illinois Supreme Court issued their decision on the Capital Bill this morning in Wirtz v Quinn. In a major victory for the state, they have reversed the appeals court ruling in favor of Rocky Wirtz and affirmed the ruling of a lower circuit court because they found "no constitutional infirmity with respect to the provisions challenged by plaintiffs."
